As released at its annual work conference held from 19 to 21 March in Beijing, CAS scored remarkable progress in 2006.

    The year 2006 witnessed a very good start for the third-stage implementation of the CAS Knowledge Innovation Program, which strives for sustainable and leapfrog development through innovation. As a result, the innovation capacities of CAS have been remarkably increased and its various undertakings have made progress in a coordinated way.

    After systematic consideration and all-round planning, the CAS leadership issued the Outline for Medium & Long-term Development at CAS (2006-2020), defining the targets, strategy, priorities and key measures for its development in the future five to 15 years. In addition, CAS formulated and enacted a set of measures for the outline's enforcement, itemizing a series of accessory steps and monographic schemes from the angles of S&T clusters, the Academic Divisions, human resources, local cooperation and scientific communication. A pan-academy system of strategic research was initially established.

    By seizing the opportunity of the initiation of the 11th Five-Year Plan for the National Economic and Social Development and the National Plan for Medium & Long-term S&T Development in 2006, CAS made active efforts to implement its own development plan and promote its S&T innovation. Among the 16 Special S&T Projects in the National Outline for Medium & Long-term S&T Development (2006- 2020), five are carried out with CAS as a vice chair of their leading groups, and another 10 are implemented with CAS as a member of the leading groups. CAS acts as the coordinators for two of the four Major Research Projects in the scheme. CAS  has also played a critical role in pre-research, scheme design and implementation of the projects. In light of basic research, strategic hi-tech research and studies concerning socio-economic development, CAS has blueprinted about 260 research projects and a number of innovation platforms in interdisciplinary and essential science frontlines noted for their clear research orientations, strategic importance and forward-looking features.

    According to statistics, more than 40% of the research projects supported by the National Basic Research Priorities Program (dubbed "973 Program") in 2006 were carried out with CAS as their first or second implementing institution. More than 460 R&D projects supported by the National High-tech Development (dubbed as "863 Program") in the same year were conducted with CAS as their first research institution. Seventy-one projects financed by the National Key Technology R&D Program are undertaken by CAS researchers, accounting for 5% of the national total. CAS researchers are also commissioned to conduct half of the 12 projects under the support of the National R&D Infrastructure and Facility Development Program during the 11th Five-Year Plan Period (2006-2010). Furthermore, they undertake more than 16% of the nearly 1,500 general projects and about 32% of the key projects funded by the National Natural Science Foundation of China (NSFC).

    CAS continued efforts in deepening its institutional system reform and drafted the Provisional Regulations for the Management of S&T Clusters in the Third-stage Implementation of the Knowledge Innovation Program. It clearly defines the main tasks, organizational framework, management mechanism and decision-making procedure of the Clusters. In the field of promoting collaboration with others players in the national innovation system, the establishment of five new CAS research institutes is under way by joining hands with local governments at municipal or provincial levels. It went on with its action plans such as those for revitalizing the old industrial bases in northeast China with science and technology, and rendered support to the development of regional innovation systems. CAS formulated its Constitution and Provisional Regulations Concerning Policies and Management, made exploration on the annual report system by directors of research institutes. It also restructured the CAS system on S&T literature & documentation, so as to enhance its backing to the Academy's decision-making for S&T innovation.

    Thanks to its efforts for human resource development in recent years, CAS saw a burgeoning growth of its young researchers. In 2006, for example, nearly 32% of National Science Fund for Distinguished Young Scholars and 64% of Science Fund for Creative Research Groups went to CAS researchers in 2006 respectively. Seventy outstanding young scientists were selected from across the world for the support of the CAS-hosted Bairen Program.

    Because of the concerted exertion of the CAS staff in 2006, a series of encouraging results was achieved in basic research, strategic hi-tech development and the studies concerning sustainable socio-economic development. Both quantity and quality of the R&D output saw a rapid rise. Over the past year, CAS scientists filed for more than 4,000 patent rights, 86% of which were for inventions. They were granted more than 2,000 patents, 73% of them belong to technical inventions. The number of research papers by CAS scientists in journals whose impact factor ranked first 15% in the international community increased by 24.7% over the same figure in the previous year. Apart from the CAS Member Li Zhensheng honored by the State Supreme S&T Prize, CAS scientists won a total of 30 prizes from the State-issued S&T prizes, including 12 second prizes from the National Awards for Natural Sciences, five second prizes from the National Awards for Technical Inventions, two first prizes and 11 second prizes from the National Awards for S&T Progress. The annual revenue of CAS share-holding firms was as high as 156.2 billion yuan with the total pre-tax profits up to 4.5 billion yuan. The CAS-owned assets totaled 11.13 billion yuan in 2006, providing 80,000 job opportunities. Its technology transfer has helped produced 1.22 billion yuan sales, and 7.52 billion yuan in pre-tax profits.
