Aerial remote sensing technology and broadband wireless communication system for emergency response effectively used in earthquake resistance and disaster relief
2009-09-15

System of long-range wireless video surveillance network on quake lakes

Immediately after the Wenchuan Earthquake, to give f u l l play toCAS comprehensive remote sensing techniques and talented scientists for earthquake resistance and disaster relief, a project team of remote sensing monitoring and assessment of Wenchuan Earthquake was set up consisting of experts from the Center for Earth Observation and Digital Earth, the Institute of Electronics, the Institute of Remote Sensing Applications, the Institute of Geographical Sciences and Natural Resources Research, the Institute of Geology and Geophysics, and the Chengdu Institute of Mountain Hazards and Environment and Research Center for Eco-Environmental Sciences to collect and process the airborne and spaceborne remote sensing data in the quake-hit regions, and to offer good services for the monitoring and evaluation of the disaster losses. In addition, confronting the unfavorable factors, aftershock and inclement weather for instance, two high-altitude airplanes took off for obtaining high resolution optical and radar data in rapid and efficient manner. CAS researchers worked around the clock to collect, transfer, process, interpret and analyze data and images, and submitted over 100 analysis reports to 18 ministries and commissions. At the same time, co-organized by the Ministry of Science and Technology (MOST) and CAS, a consultation meeting on spatial information and data analysis was set up with participation of officials from 12 ministries.

The Shanghai Institute of Microsystem and Information Technology Research took the lead and cooperated with the Institute of Acoustics, the Institute of Computing Technology and the Institute of Microelectronics, jointly developed a broadband wireless multimedia communications system converged the broadcasting and unicasting. It made system-level technical breakthrough in the Internet-based core network management and supporting applications, formed a UHF-based mobile multimedia broadband wireless Internet system. After the Wenchuan earthquake, when the system of public communication network in the affected areas paralyzed, the system provided communication support to earthquake relief in Beichuan, Anxian, Pingwu, Qingchuan and many other places. The system was also deployed as a backend to long-range wireless video surveillance network in Tangjiashan quake lake, with real-time transmission to earthquake relief headquarters and the central government, providing solid basis to make decision.
