Main functions: the implementation of personnel system reform; the buildup of leading bodies of CAS affiliates, appraisals and appointments of officials subject to the management of the CAS; management of S&T professionals; drafts of CAS development plan for human resources and annual plans for recruitment; policies and regulations concerning salaries, welfare, benefits and social security of CAS staff; personnel management at the CAS headquarters which includes planning for postgraduate studies and on-the-job training as well as macro-level management; affairs regarding postdoctoral scholars and academic degrees; providing guidance to universities and schools affiliated with the CAS; and selection and management of scholars studying abroad who were sent by the government.
