Main functions: to be responsible for the review and approval of the construction programs of CAS institutes; to prepare and implement capital construction investment programs; to manage CAS capital construction funds; to review and approve feasibility reports for buildings used for S&T projects and living purposes, S&T service facilities and basic facilities; to review and approve the preliminary designs and general budgets for S&T projects and living purposes, including their service facilities; to manage and coordinate CAS design institutions, construction institutions, architectural monitoring and consultation institutions; to exercise management over CAS real estate; to take charge of the reform of the housing system and the management of housing funds, anti-earthquake measures and the civil air-defense program for the institutions of CAS located in the Beijing area.
