Cao Xiaoye, born on February 4, 1957 in Funing county, Jiangsu province is the present vice secretary-general of Chinese Academy of Sciences.

As a PH.D supervisor, he was once the director of Bureau of Sci-Tech Policy, Chinese Academy of Sciences. He also acts as the director of the CAS Center for Strategy Studies, deputy director of CAS Publishing Committee, and the deputy director-general of National Science Library.

He serves as the chairman of board of Chinese Association for Development Strategy, vice-chairman of Copyright Society of China, commissioner of China-Language Commission, and editor-in-chief of “Science and Culture” and “Sci-Tech Policy and Strategy”.
